Guided by the foundation of the baseline project plan, the completion strategy is developed and implemented.  Defining and assigning roles and responsibilities for the internal and external project team members is critical.  

Having the right tools is critical to effectively managing each phase of the project while also ensuring proper communication and adherance to critical performance requirements or constraints.
